Colonel Birame Diop, Director

Colonel Birame Diop became Director of Partners Senegal in August 2011. Drawing on a unique and diverse set of professional experiences, he is able to provide a level of versatility that allows him to play a key leadership role in each of Partners Senegal’s various projects. With more than 30 years of military experience, he can provide key insight in citizen security projects. Additionally, having studied issues of governance and accountability as a Fellow at both the Woodrow Wilson Center and the National Endowment for Democracy (NED) in Washington D.C., he has the expertise needed to effectively guide the center’s activities. He began working with Partners Senegal in July 2010, as Director of AISST.

Baye Diagne, Head Facilitator

Baye Diagne is Partners Senegal’s Head Facilitator. Since joining Partners Senegal in 2010 he has been in charge of coordinating our regionally based facilitators in Ziguinchor, Kedougou and Dakar. He brings a wealth of experience to our team, and is particulary integral in our Peace and Governance Project (PGP), which promotes good governance in Senegal.

A lawyer by training, Mr. Diallo has strong experience in Human Rights and Local Development.
managed the Observatory of Human Rights on Decentralized financing of the European Union for the benefit of the African Meeting of Human Rights RADDHO. In this context, he has developed, led and coordinated programs in the Casamance region on conflict management and resolution and the promotion human security. He has also worked on fighting small arms trafficking throughout West Africa, on citizen’s rights advocacy, and citizen engagement in the public sphere. He has participated in several international conferences on conflict dynamics and peace dynamics in West Africa, served as an elections observer in Senegal(RADDHO) and the throughout the sub-region on behalf of ECOWAS. Mr. Diallo has also received certification from the Pearson Centre pour le Maintien de la Paix (Canada) for completing a course on the training of civilian managers for peacekeeping in francophone Africa.Mr. Diallo also has a wealth of experience in community development and good governance. He has worked on decentralization and community development in cooperation with Senegalese German, in cooperation with Canadian International Development Agency (CIDA), in cooperation with the Italian Foreign Ministry’s rural development program PRIMOCA, IFAD and BOADPROMER II DGLFELO USAID. Today he works with USAID in thePeace and Governance Programme (PGP) in the implementationof Good Governance Barometer in communities PGP partners.
